AI Capability Access Is Product Design Now

For a long time, AI product teams asked the same question: "Can the model do this?"

I think the more important question is becoming: "Who should be allowed to use this capability, in which context, and with which boundaries?"

Several signals from the last week point in that direction. OpenAI positioned GPT-5.5-Cyber not as a broadly available consumer feature, but as a restricted capability for vetted defensive teams through Trusted Access for Cyber. Mozilla described how Claude Mythos Preview and its agentic testing workflow helped harden Firefox by finding and fixing hundreds of security issues. Google also reported stopping what it described as an AI-assisted zero-day exploit attempt.

These are not only cybersecurity stories. For Product Managers, they reveal a bigger product shift: in AI products, access design is becoming feature design.

More capability makes the interface less sufficient

It is tempting to think about an AI feature with a familiar SaaS reflex: add a button, expose a setting, track usage, and iterate. But the more powerful the model capability becomes, the weaker that pattern gets.

The same capability can carry completely different risk for two different users.

When a security researcher validates a vulnerability in their own system, that can be valuable defensive work. When the same sequence is used against a third-party target, it becomes an attack. From a model perspective, the capability may look similar. From a product perspective, the context, permission, and intent change the entire decision.

That means feature access is no longer just a plan-based toggle. Identity verification, organizational approval, proof of system ownership, audit trails, rate limits, human approval, and rollback paths become part of the product surface.

This is where the PM work gets uncomfortable in a useful way. These decisions cannot be delegated entirely to legal, and they cannot remain only an engineering guardrail problem. They directly shape activation, trust, user experience, monetization, and retention.

The lesson is especially sharp in health SaaS

In health SaaS, the distinction becomes even more important.

An AI assistant summarizing a patient note is one thing. Generating a clinical suggestion is another. Flagging a medication interaction is another. Taking action on behalf of a patient or clinician is a different class of product risk altogether.

If we group all of these under "AI feature," we design the wrong product. The meaningful distinction is not only the capability itself. It is the reversibility of the decision, the cost of error, and the user's authority in that context.

In a clinical workflow, an AI system can roughly operate at four levels:

  1. It retrieves information.
  2. It drafts a recommendation.
  3. It prepares an action for approval.
  4. It executes the action by itself.

Each level needs a different access model. Even the same user may need different access in different contexts. A physician, nurse, operations team member, call center agent, and admin may all use the same product, but the AI should not be able to do the same things on behalf of each of them.

The PM question should move from "Do we have AI?" to "What authority does the AI have here?"

Security is not only friction, it is segmentation

Some teams treat security layers as growth friction. Sometimes they are. But in powerful AI products, well-designed security can also become better segmentation.

Instead of exposing the same capability to everyone, the product can deepen the experience as the trust level increases.

A new user might get explanation and lightweight suggestions. A verified organization might get stronger analysis. An auditable enterprise environment might get controlled automation. Critical actions might require human approval. Lower-risk workflows might allow more autonomy.

That is not only risk reduction. It is a way to deliver the right value to the right customer.

This is the interesting product idea behind Trusted Access. The product does not have to collapse into a binary choice between "closed" and "open." Access can be layered by verification, context, and intended use. PMs building AI features need that same mental model.

AI roadmaps need one more column

Most AI roadmaps already include familiar columns: user problem, solution, metric, effort, and impact.

I think they now need one more: access model.

Who can use this feature? Which data can it touch? Which actions can it take? When is human approval required? What happens when it makes a mistake? How do we detect abuse? How do we explain the boundary to the user?

These are not launch checklist questions. They are the product.

Users are not only trusting the model's answer anymore. They are trusting the system's ability to set boundaries. In healthcare, finance, cybersecurity, and enterprise software, product value will not be measured only by "how intelligent is it?" The better question will be: "Is it trustworthy in the right context?"

The AI product reflex of the last few years was speed: fast demos, fast prototypes, fast integrations. The more mature reflex for 2026 will be different: right access, right context, right authority.

The PM takeaway is simple, but hard to execute: designing the AI capability is not enough. We also have to design who can reach it, when they can use it, and what responsibility the system takes when they do.
